What is the European Union?<\/strong><\/p>\n

This question is probably one of the most important and most contradictory of present days.\u00a0The responding attempts in the past years have strained the creativity of political thinkers and\u00a0also social scientists. JACQUES DELORS considers the EU as an \u201eindefinable political object\u201d\u00a0(\u201eun objet politique non-identifi\u00e8\u201d), PHILIPPE C. SCHMITTER calls it \u2019non-state\u2019 and \u2019nonnation\u2019.\u00a0Though, it is less complicated to identify the EU with the lack of something than\u00a0positively. The lack of the constitution, the lack of the European demos, the lack of the social\u00a0legitimacy, etc. These are more characteristic and prominent features than the existing\u00a0common policies or other \u2018positive\u2019 attributes, because they symbolize goals that were\u00a0envisaged long ago and still not accomplished. The indefinable political objects create great\u00a0expectations therefore they are constant sources of dissatisfaction.<\/p>\n

Researchers \u2013 according to their theoretical convincement and political sympathy \u2013\u00a0described it as a pro-federation, concordance system, quasi state, miscellaneous political and\u00a0state community, commonwealth (Staatenverbund), consortium (consortio), condominium\u00a0(condominio), regulatory state, market community, managed society, co-federal coalition,\u00a0mixed common-wealth, etc.<\/p>\n

For obvious reasons some authors emphasize the unsettled, mixed, or ambiguous aspect.\u00a0LAFFAN emphasizes the \u2018betweeness\u2019 particularly that it \u201ehovers between politics and\u00a0diplomacy, between states and markets, and between governments and governance.\u201d1\u00a0According to CHRYSSOCHOOU, the EU is not only a social scientical puzzle, but also an open\u00a0outcome political project: \u201ea federal, confederal and cosociational political community\u201d.2 The\u00a0modernity of this trans-national formation is also emphasized by a lot of experts. WALKER\u00a0calls it heterarchical political space \u201ethat combines unity and multiplicity, transcendens preexisting\u00a0borders and projects a multi-dimensional configuration of political authority.\u201d3<\/p>\n

In a recent paper CLAUS OFFE raises the question: What does Europe implies and\u00a0essentially what does it mean for us? OFFE points out a sensible issue: the lack of the\u00a0mobilizing sense, \u201ethe relieving sense\u201d. Offe argues that Europeans are not permeated by the\u00a0sense that something new and inevitable should come about: \u201ethe core problem of the\u00a0European integration is less the ethnic, cultural, linguistic or economical diversity, but rather\u00a0the total absence of allurement of the evolution in which the unity needs to be achieved.\u201d4\u00a0This impetus is strongly missing from the EU citizens; consequently they do not express\u00a0enough enthusiasm and political willingness towards the enlargement or the creation of a\u00a0reunited \u2018New Europe\u2019. Europeans en masse do not grasp the importance that with the\u00a0enlargement they would reach a higher level of freedom. OFFE has right in saying that Europe\u00a0in its actual state hardly bears the \u201epromise of evolving\u201d, the mobilizing power without it\u00a0would be hard to imagine the successful achievement of the grandiose task of widening and\u00a0deepening.<\/p>\n
